the first and probably the only debate between kamala harris and donald trump is now less than 24 hours away. revenge and retribution. the former president threatens to jail his rivals and signals he won't accept anything less than a win in november. the trump policy that experts fear could tank -- tomorrow night's debate will also be the first time the candidates have ever met in person. my colleague peter alexander has a closer look at what they have been doing to get ready for the big night. >> reporter: vice president harris touched down of philadelphia, face to face with trump 24 hours away.

haley. >> donald trump a j.d. vance need to change the way they speak about women. you don't need to talk about intelligencer looks. just focus on the policies. >> the last debate made president biden's to be the number 1 issue in the campaign which led him to dropping out. going into this debate, some voters are concerned about donald trump's age and his mental fitness. his campaign events have been full of sometimes incoherent rambling and if he won't go, donald trump would be the oldest person to ever serve as president of. on the other hand, harris will try to present her candidacy is turning the page without abandoning president biden when the two of them have accomplished during his administration. the "new york times" columnist tom friedman writes that these of the 23 words that vp harris needs to say tomorrow night. joe and i got a lot of things right. we got some things wrong too. here is what i have learned.

very aggressively over his opponents. i don't know if the rules will allow that this time. the stakes are incredibly high. we worry across the threshold of the most impactful debate ever in the sense the first debate caused joe biden and directly to have to drop out of the race. i still think this one could be one of the most significant presidential debates of our lifetime aside from that one. there are so many questions about harris. incredible pressure on her. donald trump. look, anything is possible. >> yamiche, the reason they haven't met in person is donald trump did not accept a peaceful transfer of power. it's because donald trump when he was president of the united states chose not to work with the senate. tomorrow night, democrats are going to get what they have

been waiting for since she became the nominee. she will have the opportunity to prosecute the case against him on stage, next to him, and show america who she is. is that her plan? >> her plan is certainly to show america who she is and i've been talking to a lot who are familiar with their debate preparations. her mission is to lay out what her vision for america is, and by doing it, it's telling america who she is. there are a lot of americans who are not totally, understanding her background so she wants to give a biography. talk about her mother enter middle class back round and she wants to lay out her policy and give voters including undecided voters, independence, who will be watching this, she wants to give specific things she will do if a harris administration happens. that's why we will see policy roll out. she put a policy on her web page today laying out a number of stances.

she wants to needle donald trump. she wants to get under his skin and her advisers and her team went donald trump to go full donald trump and what they mean is they want him to lash out to go personal on her. they want him to say the things that are derogatory and maybe even racist. american people can see him at his fullest. they want to make sure he remains calm and gets pulled into those personal attacks, they want her to be focused on everyday americans and how their lives will be better by her administration while also trying to be to donald trump into making a mistake. >> you go, you reported that trump's team is worried about which donald is going to show up on the debate stage tomorrow night. here is the thing. whether it's naughty or tired donnal, fired up donald, his supporters stick with him no matter what. by this is debate performance

even matter? if it is ration -- disasters, they will rationalize it. >> there are several things going on. the trump campaign has looked at the biden debate is the model that trump should follow. in their rise, they see that as that was happy trump. that was good trump. have little quips and could interject about golf and made him look more personable. on the flipside, if you get angry trump, that's the real concern remakes ad hominem remarks. that's when he starts making remarks about kamala harris's race and gender and those are the areas they don't want to get into because it puts up even his own supporters. anecdotally, if you travel to palm beach and even the uber driver tends to be trump supporters. they say this man talks too much and when he gets riled up

and frustrated he shoots himself in the foot and it's painful to watch. if it's painful to watch for trump supporters it will be excruciating for undecided voters, independence, people who maybe they don't like kamala harris's policies but they put off by trump and that's the sliver of the electorate that the trump campaign needs is part of the coalition to win this. that's the major concern. if he can turn off even trump supporters, think of what it can do to independence. >> susan, at this point, we already know everything there is to know about donald trump. does that make it that much more of an opportunity or a risk for kamala harris, who a lot of people don't know yet. >> that's right. i think for harris, it's about crossing the threshold to being they acceptable alternative to drum. there's a strong sense that there is a durable anti-trump,

non-trump majority in the country. he lost the popular vote twice. there's no indication in surveys that he has gained enormously new followers and the subsequent four years. many people say it's remarkable given everything that is many people say it's remarkable given everything that is happened the trump held onto his support but he is not built it up into a considerable majority of the country. he is the only president in american history never to have supportive 50% of the country for at least one day of his presidency. there is the ceiling for donald trump. for harris, the trip is to make the election a referendum on trump and reminding people why they didn't want him in the first place while also crossing the barrier for people to be acceptable enough as the alternative. that is where it's a difficult

job in the debate tomorrow because if she just prosecutes the case against donald trump, perhaps she one of done enough to introduce herself to independent voters or even biden 2020 voters who are inclined to vote for her but might not feel comfortable enough that they know enough about her. >> both of them are very skilled debaters. yamiche, want to go back to trump's team hope they get the trump that showed up for the biden debate. here is the thing. even if that donald trump shows up, he didn't do anything exceptional that night. it was joe biden who single- handedly lost. if he faces off against kamala harris as the trump he was two months ago on the debate stage, that might not mean a win for him. >> certainly. i was talking to a harris aide who said while president biden might've had one of the worst residential debate performances

in history, someone who came a close second was donald trump on that stage. they believe that donald trump showed himself to be someone lying profusely. someone struggling, mumbling but didn't have a handle on information. that's the donald trump that harris is hoping shows up tomorrow night she wants to make sure that people see that which is part of the reason why there was this back-and-forth. the harris campaign, they want people to see donald trump saying the mumbling and saying the things including even cursing at her and using derogatory language. they don't think trump had a good debate in june when he debated president biden. they are hoping if he has that same donald trump, that they will be able to use his flaws against him. as you said, she does still want to make sure people walk away from the debate not just thinking, she beat up donald trump and she did attack him and landed a bunch of punches, she needs to come away feeling there are people who say, i

have a clear vision of what a harris administration would look like. a clear vision of why she's not donald trump and a clear vision of watching a third term of biden. i've been talking to harris campaign aides and other people who are familiar with debate preparation who have been telling me there is this real debate going on about how she differential rates herself. she's loyal to president biden. she supports him and supports a lot of his policies. she is the sitting vice president, but she does differentiate herself and she has different views including on the capitol gains and tax policy she wrote out last week. it will be interesting to see what all she does to differentiate herself. we will see former president trump do something like try to lay blame for the withdrawal and the cassa happened after afghanistan. a number of other policies the biden administration pulled out i'm interested to see how she says i am serving as, at the

aurora, as well as people who are living in those apartments say this is absolutely not true. it's categorically false. when you go back to donald trump, he's promising mass deportation and if he wins, he is saying it will be a bloody story. i want you to imagine for a second the reaction in vice president harris saying anything like that. anything. pushing these massive lies. susan, to the moderators tomorrow night have to ask donald trump about this comment? in the last 48 hours, he is spreading a massive lie about migrants in this country. do they have to bring this up tomorrow night? >> i mean, short answer, yes. slightly longer answer is there are so many, so many things that trump has said even the last week of this campaign that

are untrue, inflammatory, reckless, dangerous. pick your words. there's this imbalance between harris and what you may call the reality-based community versus donald trump's campaign which is built upon an edifice of fear mongering. immigration, you showed the images from the republican national convention. delegates holding up signs saying mass deportation now. one of the things it was striking about attending the convention was this is one of the biggest applause lines of the convention. trump believes, his hate speech directed toward immigrants as a class, a category, are the reasons he became president in the first place in 2016. what i've seen in this campaign is the escalation of that rhetoric again and again and again. it's not a surprise that he is

making wild, false claims and advancing misinformation. this week it's colorado and next week it will be something else. donald trump has been running the same place since he became a political candidate. there's an invasion of migrants coming to take over your country. >> yes, but of course that same play only worked in 2016. he tried to do it in the midterms. caravans, caravans. republicans lost disastrously in those midterms and after those elections, you never heard about those specific caravans ever again. we have to keep our eyes peeled because the stories, many of whom are not true, are getting spread by right-wing media, by elon musk, by his backup dancers. and by donald trump. thank you all so much. donald trump takes the big lie to a whole another level.

started getting a lot of publicity and the people in the country started seeing it for what it is, danger and threat to democracy, donald trump tried to distance himself from it. i don't have a clue about what that is. there's bad stuff in there and i won't have anything to do with it. what he is describing about the justice department and retribution and prosecuting is exactly what is in project 2025. people need to understand that and so much more that is in the project because it's a danger. yes, if he has the ability, he will direct the justice department to do exactly what he wants to do to go after whoever. if you read some of the most recent literature, he tried to do that in his first term. and he was not successful, but he tried to do that in his first term. >> let's talk about the latest viral outrage from the right, separate from the one i talked about in the last segment, the

lies about migrants and the apartment complex in colorado. this one is being pushed from people like elon musk, stephen miller, and even the vp candidate j.d. vance. they are pushing these baseless claims that migrants are killing and eating pets in springfield, ohio, and donald trump is trying to campaign on it. let's set the record straight. this is completely false. we will explain it to the audience. the springfield police department released a statement saying, quote, there have been no credible reports or specific claims of pets being harmed, injured, or abused by individuals within the immigrant community. this is insane. these things are being -- bill lachman, a professional investor who does due diligence for a living, who would not give a dollar to a business that he didn't research himself, he's tweeting this garbage out. these scare tactics, they work.

a new pool emphasizes just how close this raise is. the "new york times" siena poll shows trump leading harris within the margin of error of by one point.

likely voters say they need to learn more about harris while 9% say they need to know more about trump. democrats have a slight edge when it comes to enthusiasm for voting compared to republicans. some people are worried, were worried when they saw this poll but if you look closely, you have a huge amount of undecided, 28% saying they don't know her yet. doesn't that mean it's an opportunity for her meaning she has and hit her ceiling and has room to grow. tomorrow night she has a chance to get to know america? >> i think that is what that shows and it's consistent with other things we have seen and heard since she became the presumptive nominee. she has continued to get how the people get to know her better. to know her more and her positions. the more they do, the more they like. people have to make an effort sometimes.

she can't knock on everyone's door and have a cup of coffee with them. they have to watch and listen. hopefully, that's what will happen tomorrow night. i think this will get huge audiences for this debate. it will be anticipated because people do want to know and to see her. when people do, when they hear her story, and i was listen but also prosecuting the case against donald trump, i think she will win over a lot of those and in addition, she will win go over the 9% that want to know more information about donald trump because they may learn a lot tomorrow night. >> stuart, what do you think? >> i've always thought this race was about donald trnald tr it goes back to the 2020 race. there was a school of thought among democrats early in the race that it shouldn't be about donald trump because there was nothing you could say that would change anyone's opinion on donald trump.

elizabeth warren articulated this well but she always does. and the lincoln project we disagree with that. we set donald trump is the number 1 issue, the number 2 issue in the number 100 issue. there is a desire to normalize this race that has to be fought at every turn. if i was in debate prep with the vice president, i always think it's good to take that which people do well in debates and help them do it great. i would say she is a prosecutor. she's very good at this. she has proven she can question witnesses in hearings with extraordinary alacrity and insightful questions that put a person on the spot. i would go out and prosecute donald trump not just for being a criminal, which he is, but a failed presidency. if you do that, you show what your alternative is.

i think what people will come away with tomorrow night is donald trump does not respect her, he's afraid of women, particularly african american women, and the comparison of these two, one optimistic, hopeful. one angry, afraid, is what people will take away. >> this is late-night so let's talk about weed. donald trump revealed today that he will vote to legalize weed in florida and maybe more importantly, make it so we'd businesses, cannabis businesses can use the banking system. his gop allies in the senate have said they are not going to support this. it will go nowhere if he wins. is this part of a strategy on donald trump's part to continue to court young male white voters. this to be we universe, elon musk fan boys.

he did that interview a couple of weeks ago. is that part of that strategy of the youth vote he's trying to get? >> sure. it's part of that strategy but i think it's part of a bigger problem he is got in the sense that what trump has been doing is telegraphing what his internal polling has been saying. it's saying you need to stay away from project 2025 so all of a sudden he starts distancing himself. his internal polling says, we got a large swath of voters who think this legalizing marijuana is a pretty good deal so regardless of what your folks in congress say, they want democrats say engineer in favor of it. he's having trouble with his internal polling about abortion because he can't lose his base. has trouble with veterans and john kelly's comments about trump calling veterans of folks who died in a battle, suckers and losers. he goes to arlington cemetery. that's what's being telegraphed here.

a strategy that is based strictly on polling and numbers he sees that he's got to figure out what to do. i think that's all a good sign for kamala harris who is driving a campaign based on what her record is and what she believes and not just the internals. >> do you think she will respond to this? she supported decriminalizing marijuana in the past. does she need to reiterate her support clearly? >> sure. she will talk about it. the thing i look at is donations that donald trump is getting from those invested in the marijuana business. there will be -- look, donald trump, he's on both sides of so many issues. within an hour, he reversed himself, position he would take on the abortion referendum in florida. there is nothing there except

we need to get into what that would really mean for the united states. i brought in my old friend, the perfect person to discuss it. contributing editor at the times. scores of economist, professional investors, have said over and over that trump's tariff plan would be a complete disaster. i want to remind our audience what a tariff is. it is a tax on consumers. inflation is already a problem for americans. can you explain why tariffs would make life a whole lot more expensive? >> a lot of things from abroad, if you raise prices from things abroad you raise prices on things we buy. the other problem is, trump talked over the last eight years and we talked a lot about this, about encouraging american manufacturing. if we do that, one of the things you can do is raise tariffs.

we don't buy things abroad. we buy them here. if you put up the 100% tariff barrier is people will try to produce things here they can't buy overbroad and that will debt dislocations you saw under covid. there's no plan that magically and makes things better with one single weird trick. that's what tariffs are. this weird trick that makes everything better. he said this about the dollar this afternoon and we can get into it. i been trying to diagram it how it would work. i cannot come up with the answer. >> the chips act and other moves by the biden administration are making moves to bring manufacturing and jobs back to the united states. talking about tariffs his grade 10 a rally stage because it makes people feel like usa, usa. those people chanting usa has six amazon boxes waiting for them.

when you think how this works, it's complicated. what i keep hearing from some big wall street republicans is their word about the tariffs. trump is not being serious. it's all talk and will not happen. why would anyone think it's not going to happen? the two things he has been saying for the last two years when it comes to policies are missed deportations and tariffs. how on earth could anybody say, it's never going to happen? >> he changed policy wants to his credit. he figured out in 2016 that angry -- americans were angry. he said i'm going to fight a trade war and he did what he said he was going to do. i have issues that we have talked about about how we prosecuted that trade war. the chinese figured out the easiest way to get to him was to say we won't bytedance anymore and that's all we sell to china. we grow those in the midwest which trump needed. it's difficult to get out there and say usa, usa. we will fight a trade war and

win it particularly the way he went about it. he did do that. he said he was going to do it and he did to it. he doesn't seem interested in the niceties of how you manage the dollar. the thing i am wondering is, does he want a strong dollar or does he want to weak dollar. in 2017, his treasury secretary casually told a bunch of financiers that he was thinking of maybe lowering the value of the u.s. dollar. it wasn't that important. >> hold on. to you actually believe that donald trump knows the difference between what a strong dollar and a weak dollar really means? >> he likes the idea of we like a strong dollar. let's actually talk monetary policy. do you think it donald trump were sitting here and we talked strong dollar versus weak dollar he could get into it? >> i don't know but stronger
